Shri Upendra Tripathy will be advising the industry and all hydrogen stakeholders on demand aggregation, hydrogen price discovery and support to replicate the success of the National Solar Mission in the hydrogen eco-system in India.</p><p>Shri Upendra Tripathy, a recipient of Indian Prime Minister’s Award for Excellence in Public Administration, was the former and Founding Director General of International Solar Alliance. Prior to that, he was Secretary to the Government of India in the Ministry of New and Renewable Energy (2014-2016) where he helped articulate the national Renewable Energy (RE) target of 175 GW RE by 2022, and headed the Solar Energy Corporation of India (SECI) as Chairperson, in an ex-officio capacity, helping transformed SECI from a loss making undertaking to a surplus generating PSU. He was also been the Chairperson of National Institute of Solar Energy, National Institute of Wind Energy, National Institute of Bio Energy and Association of Renewable Energy Agencies of States (AREAS), and coordinated implementation of India's Green Energy Corridor. He is an Adjunct Professor at NIAS (National Institute of Advanced Studies).</p><p>Shri Upendra Tripathy is volunteering his over 42 years of policy making and implementation experience, as Honorary Advisor for IH2A towards helping build the green hydrogen economy in India, working with industry operating across the hydrogen value chain, multilateral agencies, think tanks, technical agencies and state government agencies.</p><p>Shri Upendra Tripathy, Honorary Global Advisor to IH2A and former Director General, International Solar Alliance (ISA), said, “I am looking forward to working as honorary global advisor to the industry to commercialize green hydrogen by replicating the learnings from the National Solar Mission. India’s green hydrogen mission is a unique opportunity. The national ambitions of 5 MTPA green hydrogen by 2030, 125GW of Renewable Energy for Green Hydrogen, over INR 800,000 crores investments announced, potential to create 600,000 new hydrogen economy jobs and 50 MTPA of carbon abatement, that is expected in the next 5-6 years is a sign of the transformation that the hydrogen transition is expected to achieve. The IH2A recommendation is for additional funds for supporting demand side incentives, capital expenditures for building hydrogen infrastructure and hydrogen hub development.</p>
<p>The IH2A submission to the Government of India highlight industry concerns about slow project <br>development and the lack of offtake agreement for green hydrogen. To address these concerns, IH2A has <br>recommended the following:</p>
<p><strong>1. Demand Side Incentives</strong> to offtake entities in end-use industrial sectors, specifically in Refineries, Fertilizer, Steel, Chemicals and Heavy-Duty Transport sector. <br><strong>2. Capex subsidies</strong> to project developers building shared Hydrogen Infrastructure at Hydrogen Hubs across India. <br><strong>3. Establishment of Green Hydrogen Development Corporations (GHDCs),</strong> to support large-scale green hydrogen project development in the states, and help build Green Hydrogen Hub Development with Shared Hydrogen Infrastructure. <br><strong>4. The public finance and funding support for development of five more National Hydrogen Hubs</strong> incollaboration with state government and project developers (both private and state owned).</p>
<p>Commenting on the IH2A recommendation on increasing budgetary support for the National Green Hydrogen Mission, Amrit Singh Deo, Secretariat Lead, IH2A, said, “Potential green hydrogen offtake entities are holding back on committing to long-term offtake due to high price of Green Hydrogen. We are proposing increasing the budgetary allocation for NGHM by an additional USD 2.5 bn. This increased funding should help provide offtake-linked demand side incentives to industrial entities in the refinery, fertilizer, steel and chemical sectors, as well as in heavy duty transport sectors. This is expected to increase development of more green hydrogen projects and ensure India meets its Green Hydrogen ambitions and 2030 targets. The recommendations made by IH2A are intended to support growth and development of India’s green hydrogen economy.”</p>

<p><br>The India Hydrogen Alliance (IH2A) on behalf of the industry, members and partners, would like to request for increasing budgetary allocation to the National Green Hydrogen Mission (NGHM), with an additional allocation of USD 2.5 bn for demand side incentives and Hydrogen Hub development.</p>
<p><br><strong>BACKGROUND</strong> <br>India needs combined investments of USD 25 bn+, from public and private sectors, to create a domestic hydrogen supply chain with installed electrolyser capacity of 25 GW producing 5 MT of Green Hydrogen by 2030. Coordinated public-private actions are required for developing large-scale commercial hydrogen projects – matching supply with guaranteed long-term offtake. Most announced green hydrogen projects have not been able to reach Final Investment Decision (FID) stage due to lack of offtake agreements, slowing project development. The National Green Hydrogen Mission (NGHM) initial allocation of USD 2.3 bn and SIGHT Schemes (Mode 1, 2A and 2B) has focused primarily on supply side incentives to promote green hydrogen and electrolyser production.</p>
<p><br><strong>INDUSTRY CONCERNS</strong> <br>There is a concern amongst industry players and green hydrogen project developers that India’s Green Hydrogen ambitions and 2030 targets are likely to be missed, without:</p>
<p><br><strong>a) Demand side incentives similar to those provided as supply-side incentives,</strong> provided by the USD 2.3 bn SIGHT Scheme of the NGHM, to support green hydrogen offtake in end-use industries, specifically <br>in Refineries, Fertilizer, Steel and Chemicals sector. Potential offtake entities are holding back on committing long-term offtake due to the high price of Green Hydrogen and seeking offtake-linked incentives. IH2A has made submissions to the Government of India earlier, making the case for providing public finance support for demand-side incentives @ USD 2/ kg to industrial offtake entities in Refineries, Fertilizer, Steel and Chemical sectors.</p>
<p><br><strong>b) Public finance support for creation of Shared Hydrogen Infrastructure at Green Hydrogen Hubs,</strong> in the form of CAPEX subsidies. Creation of shared hydrogen infrastructure is critical for large scale Green Hydrogen Hub Development and to attract project developers to build Green Hydrogen Hubs.</p>
<p><br><strong>INDUSTRY SUBMISSION TO THE GOVERNMENT OF INDIA</strong> <br>IH2A, on behalf of its industry members, would like to make the following submissions to the Ministry of New and Renewable Energy (MNRE) and the Ministry of Finance, Government of India:</p>
<p><br>1. Ministry of Finance (MoF) and Ministry of New and Renewable Energy (MNRE), Govt of India, <br>should consider increasing budgetary support for National Green Hydrogen Mission (NGHM) <br>in Union Budget 2025-26, and allocate an additional USD 2.5 bn to the NGHM towards:</p>
<p><br><strong>a. Demand Side Incentives to offtake entities</strong> in end-use industrial sectors, specifically in Refineries, Fertilizer, Steel, Chemicals and Heavy-Duty Transport sector; and</p>
<p><br><strong>b. CAPEX subsidies to project developers building Shared Hydrogen Infrastructure</strong> in Hydrogen Hubs in India.<br><br>2. Support creation of Green Hydrogen Development Corporations (GHDCs), to support large<br>scale green hydrogen project development in the states, and help build Green Hydrogen Hub <br>Development with Shared Hydrogen Infrastructure. <br><br>3. The IH2A report makes the case for India to build Low-Carbon eFuels Hubs and Low-Carbon Heavy Duty Transport Corridors along India’s East and West Coast.</p><p>The IH2A Low-Carbon eFuels report 2025-30 is based on a scenario and assumption of a Low-Carbon Coastal Shipping fleet of 22 Green Methanol powered, and 22 Green Ammonia-powered vessels; a Low-Carbon Heavy Duty Trucking Fleet of 30 Green Methanol fueled, 30 Green Ammonia fueled and 30 Green Hydrogen trucks transport and 1-3% SAF blending on 122 flights (domestic and international) by 2030.</p><p>Key Takeaways of IH2A Low-Carbon eFuels Report 2025-2030:</p><ol><li>Sustainable Aviation Fuel (SAF) blending, as a drop in fuel, is easiest for decarbonizing aviation in the short term as it does not require new aircraft CAPEX and creation of re-Fueling Infrastructure.</li><li>Coastal shipping fleets can be key volume driver for low-carbon e-fuels offtake – coastal shipping can account for significant offtake of green methanol and green ammonia volumes for transport decarbonization.</li><li>Fleet &amp; Re-Fueling Infrastructure CAPEX for Green Methanol, Green Ammonia and Liquid/Compressed Gaseous Hydrogen is significant. Incentivizing fleet owners to include low-carbon e-fuel-powered vehicles and creating low-carbon e-fuel refueling infrastructure will be important.</li><li>Low Carbon and Green eFuels Production and Refueling Infrastructure should be clustered in Green Fuel Hubs, in few coastal locations, to reduce offtake risk, fuel coastal shipping and trucking fleets that operate along the coasts, minimizing cost of building eFuel refueling infrastructure in short term.</li><li>Collaborative Cross-Border Green Fuels Partnerships, with Singapore (for Green Methanol as Maritime Fuel) and the EU (for SAF on Aviation Fleets) are important for India, to decarbonize heavy-duty transport.</li></ol><p>Amrit Singh Deo, IH2A Secretariat lead, said, “Aviation and Coastal Shipping are two clear priorities for decarbonizing transport with low-carbon eFuels. Coastal Shipping can deliver the volumes while SAF as a drop-in fuel is the easiest to deploy in the short-term. Strategic Low-Carbon eFuel Partnerships with Singapore and Europe will help drive eFuel adoption. Transport fleet owners, in shipping and trucking, will require CAPEX support to introduce low-carbon vehicles in their heavy-duty transport fleets. Without demand-side incentives to transport fleet owners, adoption of eFuel powered vehicles will be slow. IH2A has recommended five areas that the proposed National Hydrogen Transition and Development Fund should support:</p><ol><li>Co-development of at least 5 large National H2 Hubs (beyond the 2 Hubs planned in the existing NGHM), together with state government and project developers (both private and state-owned); offtake-linked incentives for Anchor Industrial Offtake entities and Contracts-for-Difference (CfD) funding.</li><li>Provide CAPEX support for greenfield hydrogen infrastructure such as H2 pipelines and storage facilities that will lower the cost of green hydrogen supply to offtake users.</li><li>Support state governments in developing domestic hydrogen equipment and supply chain equipment manufacturing clusters, for Balance of Plant (BoP) Equipment (beyond Electrolysers)</li><li>Support sectoral hydrogen transition plan with CAPEX incentives and offtake incentives, in Steel and Chemicals, in line with the SIGHT Mode 2 guidelines for Fertilizer and Refinery sectors.</li><li>Build a National Hydrogen Transition Skilling programme to create more hydrogen engineering design and engineering services professionals, working with engineering colleges and research institutions</li></ol><p><strong>Speaking about IH2A’s submission to the Government of India for greater budgetary support, Jillian Evanko, President and CEO, Chart Industries (NYSE: GTLS) and Founding Member, IH2A</strong>, said, “We are very pleased to see the Government of India taking the first step towards demand aggregation and offtake incentives in fertilizer and refinery sectors, with the Mode 2A and 2B Guidelines under the NGHM SIGHT Scheme. The time is right to raise public funding to match the needs of a large economy that has high ambitions for accelerating the hydrogen transition. A USD 5 bn India Hydrogen Transition Fund would put India at par with the EU, from public funding perspective, which is still short of India’s real requirement as the entire value chain needs to be developed in the country. India needs more hydrogen hubs, accelerated sectoral decarbonization in steel and chemicals, hydrogen infrastructure and domestic equipment manufacturing and specialized skill development. These should be five key priorities for developing the hydrogen economy in India in 2024. We look forward to working with all stakeholders to making this a reality.”</p><p>On funding the National Hydrogen Transition and Development Fund, <strong>Amrit Singh Deo, Secretariat Lead, India Hydrogen Alliance (IH2A)</strong>, said, “A USD 5 bn hydrogen transition fund can be put together by pooling multilateral funding and government energy transition sources, such as allocating a proportion from energy transition fund constituted by Ministry of Petroleum and Natural Gas, and tapping sovereign green bonds.”</p><p>Last year, in June, IH2A submitted a plan to develop five <a href="https://ih2a.com/ih2ademo/wp-content/uploads/2023/06/IH2A-USD-5-bn-National-Green-Hydrogen-Hubs-by-2030-GKH2-as-a-Financially-Viable-H2-Hub-June-7-2023.pdf">USD 5 bn Green Hydrogen Hubs</a> to the Government of India, as economically viable projects. Subsequently, the <a href="https://ih2a.com/ih2ademo/wp-content/uploads/2023/10/IH2A-India-Green-Hydrogen-Equipment-and-Services-Market-Opportunity-2030-White-Paper-Oct-2023.pdf">IH2A Hydrogen Equipment Manufacturing, Exports and Services report</a> estimated a USD 50 bn domestic manufacturing opportunity for India, over 2024-2030 period, on the conservative side, being deployed over 135 domestic hydrogen projects, producing 1 MT green hydrogen production (a fifth of the 5 MMT national target as per the National Green Hydrogen Mission). The 22-member strong India Hydrogen Alliance, with 14 industry members and nine partner organisations, represent key players operating across the hydrogen value chain, technical agencies and global investors, who work closely with the Government of India and state governments to help develop the hydrogen economy in India.</p><p>The expanded membership announcement follows submission of the USD 5 bn National Green Hydrogen Hub Economic Viability and Development Plan, and the USD 50 bn Hydrogen Equipment and Exports Report, submitted by the India Hydrogen Alliance (IH2A), to the Government of India. IH2A is currently working with state governments to help develop large commercial-scale green hydrogen projects, in partnership with the private sector.</p><p><strong>Sanjeev Shah, Director, Synergen Projects</strong> said, “As part of the Skeiron and Synergen Group, we have always taken a pioneering approach to building the new energy eco-system and are keen to lead the way in green hydrogen as well, through our membership of IH2A. This market assessment includes all hydrogen production plant equipment, including electrolyser and balance-of-plant equipment, that can be deployed in India, and exported from India to the Asia, Middle East and Africa region, building India as a supply chain hub for future green hydrogen projects.</p><p>The estimated USD 45-50 bn hydrogen equipment and services market assessment is split 34% for electrolysers stacks, 62% for Balance of Plant equipment and 4% for specialist Engineering Services. The report makes the case for India to leverage its competitive advantage on manufacturing and engineering design to create a regional supply chain hub for hydrogen plant equipment in the country. The hydrogen equipment manufacturing and services estimate by IH2A comprises of:</p><ol><li>Domestic hydrogen production plant equipment market of USD 9 bn in India, on a conservative basis – based on estimated number of 135 domestic plants by 2030 deployment of 6.8 GW pa Electrolyser Capacity, producing and delivering at least 1 Mmt green hydrogen to domestic offtake for industrial use. <em>The 135 green hydrogen projects could vary in scale, ranging from 10 MW, 20 MW, 50 MW to 100 MW projects using different electrolyser technologies across different scales and end-use configurations (across industrial use, fertilizer use-case and heavy-duty transport use-case) together with BoP Equipment (Compressors, Storage Tanks, Transformers, Rectifiers, Liquefaction Units, Air Separation Units, Dispensing Units, Power Systems, Sensors and Instrumentation, and Pipeline/ Evacuation Infrastructure). An optimistic view would add an additional 3.4 GW electrolyser capacity to add an additional USD 4.5 bn to the domestic market during the same period.</em></li><li>Regional hydrogen equipment exports potential worth at least USD 34 bn – with locally manufactured electrolysers and Balance of Plant equipment being exported to an estimated 540 projects across APAC, Middle East and Africa region.</li><li>Specialist engineering design, EPC and service exports worth at least USD 2 bn - based on 5% OPEX on deployed project CAPEX investments) bn in. This is expected to represent at least 162,000 direct and indirect jobs that would be created as a result of developing the hydrogen economy in India.</li></ol><p>Speaking on the IH2A Hydrogen Equipment Manufacturing and Services Market Assessment Report, Jill Evanko, Chief Executive and President, Chart Industries (NYSE: GTLS), and founding member, IH2A, said, “India has the potential to become a regional supply hub for hydrogen production plants, playing to its competitive position in engineering design, manufacturing and services.
